Information for City Tech Faculty and Staff Regarding Complaints and Grievances
At City Tech, and at The City University of New York more broadly, complaint procedures vary based on the nature/topic of the complaint. Many kinds of complaints are governed by federal or state laws or regulations that define certain kinds of complaints and require a specified complaint process. The following provides general information about who to speak to regarding concerns you may have.
Discrimination complaints or complaints of sex-based misconduct: CUNY’s Policy on Equal Opportunity and Non-Discrimination and CUNY’s Policy on Sex-Based Misconduct apply to employees of all CUNY colleges/units. These policies, as well as information about how to file a complaint, can be found at: Compliance & Diversity - City Tech and Title IX - City Tech.Workplace violence complaints: City Tech has its own Workplace Violence Prevention Program, and this policy is located on the College’s Public Safety web page. This program provides the specific procedure for making a complaint of workplace violence, with an investigation by Public Safety and a review by a college-wide panel.
Complaint processes regarding decisions affecting employment.
- Collective Bargaining Agreements:City Tech faculty and administrative staff are covered by the collective bargaining agreement between The City University of New York and the Professional Staff Congress/CUNY. Under this agreement, faculty and administrative staff who are alleging a breach of the terms and conditions of employment outlined in the agreement, or a failure of the College to comply with CUNY Bylaws and policies relating to the terms and conditions of employment, may file a grievance with their Union representative.

Classified civil service employees are covered by collective bargaining agreements that contain grievance procedures.

The grievance process for employees covered by the Classified Staff “Blue Collar” Agreement is contained in the most recent agreement found here: Classified Staff Blue Collar Agreement - Academic Personnel Practices: Faculty members have the right to file appeals of academic personnel decisions including decisions on reappointment, tenure and promotion. The process for these appeals is provided in the College’s Guidelines for Faculty Personnel Processes
- CUNY Procedures for Implementing Reasonable Accommodations: These procedures provide a process for employees to obtain reasonable accommodations on the basis of disability; pregnancy, childbirth, or a medical condition related to pregnancy or childbirth; religious practices; and status as a victim of domestic violence, sex offenses or stalking, and contain a process to appeal initial decisions.

A faculty member or other employee may have a complaint that is not covered by any specific policy. Those complaints are appropriately addressed to the College’s Office of Faculty & Staff Relations (OFSR) or the relevant vice-president.
