The Office of Legal Affairs and Compliance is the in-house legal office for New York City College of Technology. Katherine (Kathy) Raymond currently serves as College Counsel.
As College Counsel, Kathy provides legal advice and guidance to the College, the President and College representatives on a wide range of legal matters, including litigation, contracts, governance, ethics, compliance with subpoenas and FOIL requests, and issues concerning the College's related entities. Kathy works to ensure that the College complies with all federal, state and city laws and University/College policies, and that these requirements are made known to the College community. Kathy works closely with CUNY's Office of the General Counsel on a variety of matters and with the Office of the NYS Attorney General on litigation involving the College or College employees.
Members of the College community — students, faculty, and staff — should contact the College Counsel immediately if they receive any legal document sent to the College or if they require assistance with any legal matters affecting the College. Please note that College employees are not permitted to sign any contracts or other legal documents and must forward such documents to the College Counsel for review and appropriate action.

Katherine Raymond began serving as City Tech's College Counsel in January 2022. As College Counsel, Kathy provides a wide variety of legal services and support to the College administration; works to ensure the College's compliance with federal, state and city laws and University policies; and serves as the College's Records Access Officer, Ethics Officer and Conflict Officer, among other things.
Kathy came to City Tech after working for 29 years in the University's Office of the General Counsel, where she held a senior supervisory position focusing on labor and employment hearings and policy, student educational rights, litigation and higher education law. In that position, Kathy provided guidance to senior administrators and the campuses on some of the most sensitive and difficult legal issues faced by the University and worked on drafting and revising numerous University policies. From approximately 2015 until January 2022, Kathy co-chaired CUNY's Technology Accessibility Task Force, working with Central Office and college representatives to make technology accessible to those with disabilities.
Before her employment at CUNY, Kathy worked as an in-house counsel in the NBC Legal Department, and as an associate at two large New York City law firms. She is a graduate of Barnard College and the Harvard Law School.
